City Council Park Lands Planning

by Kate Treloar

Legislation requires regular updates to the documents Adelaide City Council uses to manage the Adelaide Park Lands.

The public can provide feedback on the draft updates to the Adelaide Park Lands Community Land Management Plan, but only (at this stage) on the “General Provisions”, which is information that applies to all areas of the Park Lands.

There are two ways to provide feedback.

SHORT SURVEY

The short feedback form is available at https://yoursay.cityofadelaide.com.au/generalprovisions However this form deals only with a very limited range of subjects.

APA’s suggested responses to the short feedback form are as follows:

QUESTION 3 Select: “Strongly Agree”

QUESTION 4 Suggested response: “While the proposed objectives are desirable, the main issue seems to be that they are too easily overridden, e.g. the proposed new stadium in Park 27.”

QUESTIONS 5-10 If you have no strong opinions on:

  • honey bee hives (to be prohibited because they compete with native bees);

  • metal detectors (to be prohibited if used to locate underground historical artefacts), or

  • dog management (areas to be specified for dogs on-leash, for dogs off-leash, and other areas for off-leash during some hours);

…then simply mark each of these items “Neutral”..

QUESTION 11 Suggested response is to consolidate feedback made above: “While the proposed objectives are desirable, the main issue seems to be that they are too easily overridden, e.g. the proposed new stadium in Park 27.”

MORE DETAILED RESPONSE?

However the short survey omits several other important matters that are covered in the “General Provisions” of the CLMP. The CLMP also includes provisions about:

  • leases and licences for sport and recreation activities

  • landscape and biodiversity

  • general access to Parks

  • car parking

  • bicycle parking

  • lighting of pathways

  • temporary events

  • temporary works or compounds

  • public art and memorials

  • olive management

  • the Park Lands Trail

  • views and vistas

  • interpretive signage

  • advertising signage

  • unmanned aerial vehicles (drones)

If you want to comment on any of these other matters, you cannot use the short survey. You will need to write to the Council directly about any of these other matters..

On most of these matters, APA has no specific concerns about the wording in the CLMP. The one exception is “car parking” where the CLMP General Provisions state:

“Provide car parking on and adjacent to the Park Lands only where there is a demonstrated need and there is no reasonable alternative, consistent with the overall aim of the APLMS to reduce car parking on the Park Lands by 5% by 2025”

There are thousands of car parking spaces on the Park Lands like this spot in Possum Park / Pirltawardli (Park 1)

We suggest offering feedback to encourage the Council to consider a more ambitious target, with a greater reduction of car parking on the Park Lands.
